This mural is protesting against a campaign for Evo Morales to stand as a candidate in the 2019 presidential elections despite having served the maximum number of terms allowed under the constitution. The No vote won by a narrow margin in a referendum held on 21 February 2016 asking whether the constitution should be changed to allow him to stand. Despite the result the ruling MAS party are trying to find other ways to allow him to be their candidate.
