The blue flag in the top left of the image is the Maritime Vindication flag / Bandera de la Reivindicación Marítima. It has the national colours and the wiphala, bordered by 9 stars which represent the 9 Departments of Bolivia. The lone star against the blue (which represents the sea) symbolises the Litoral, the Pacific coastal department which was lost to the Chileans during the War of the Pacific. The Bolivian Navy flag is very similar but without the wiphala. On the left of the image is the vice president Alvaro Garcia Linera.
