The Pando massacre refers to events at El Porvenir on 11th September 2008, when 13 people were killed. They were on their way to a protest to show support for Evo Morales' government when they were killed in clashes with right wing groups. At the time the right wing opposition to Evo Morales was strong in Pando and the other lowland departments and there were rumours that they were planning to overthrow Morales. The Pando governor Leopoldo Fernandez was arrested and accused of organising the massacre; the subsequent investigation and trial have been dogged by controversy and are still ongoing.
