Signs like this are often put up in poorer neighbourhoods where there is little police presence in La Paz and El Alto as a warning of what will happen to any thieves caught in the area. People who are drunk or on drugs are often assumed to be thieves, hence the reference to "drogados" on this sign. Community justice and lynchings are common as residents take matters into their own hands.....
