The blue flags are the Maritime Vindication flag / Bandera de la Reivindicación Marítima. It has the national colours and the wiphala, bordered by 9 stars which represent the 9 Departments of Bolivia. The lone star against the blue (which represents the sea) symbolises the Litoral, the Pacific coastal department which was lost to the Chileans during the War of the Pacific.
